Using Neutrogna or Cetaphil cleanser but it's not taking makeup off. Need recs for something to take it off? She's using Jane Iredale power foundation.

I use plain baby oil to take off makeup. gentle and effective.

As someone with combo skin and the occasional spot still (in my 30s), I would not recommend oil-based cleansers as they broke me out every time. On the flipside, it's great to include an oil in your routine, like jojoba for oily skin, after a hydrating toner.
In the evenings, to remove makeup, I personally use Bioderma micellar water- though any non-perfumed micellar water will work. I then follow up with a gentle foaming cleanser.
